Review: 71706 Ninjago Cole's Speeder Car

I believe this is the first "4+" set that I've reviewed.  According to Wikipedia, the original 4+ line only ran from 2003 to 2004.  I'm not sure when it was revived.  The only reason I bought this is because it was on clearance at Target for a reasonable price.


Box.  MSRP was $9.99 for a $0.19 Price per Piece.
I picked this up for $4.99 for a $0.10 Price per Piece.





Instructions.





Minifigs.












Parts 1.  Loose in box. 




Parts 2.  Tires, 3x4 Wedge Brick w/Cutouts, Rims, 2x3 Slope w/Wing End, Printed 3x4 Studless Slope, Plates, Brick, Bracket, and Minifig Surfboard.






Parts 3.  Chain!  Slopes, Bracket, Minifig Video Game
Controller, Translucent Plates, Plates, Tile, Vertical Clip
Plates, Large Cheese Slopes, Sword Blade w/Bar, Cones,
Translucent Round Bricks, Handle Tile, Minifig Sword,
Minifig  Katanas, Barbs, Tile, and Minifig Steering Wheel.





Build.  It took a little work but I managed an IO Frigate.

The Questions:
Can you build something -- a frame, station, or starship -- right away?  Yes.  (+5)
Is it below, at, or above the golden ratio?  Above.  (-10)  
(The Golden Ratio is $0.10 per part.)
If you can't build a frame right away, or choose not to, does it have parts you should be able to put into use right away?  Yes.  (+5)
Does it have more than a handful of immediately useful parts?  Yes.  (+5)
Score: +5 (B+).  Given that the set is built around a big, clunky piece and there's not much in the way of useful pieces, I don't see this as being worth it unless you get it at a steep discount.  Even on Clearance the score is just +15 (A).
