Review: 30640 Race Car Polybag

This is one of the new for 2023 polybags.  (Not sure why I'm saying that as it's now 2/3 of the way through the year.)  Supposedly released back in March according to Brickset, this is the first time I've encountered it.  I found this in my local Playnow toy store.


Bag. I paid $6.99 at Playnow, for a $0.16 Price per Piece.

Instructions.










Minifig.










Parts.  Vehicle Base 4x10x2/3, Tile w/Studs, Rims, Mudguard 
Plates, Plates, Studless Slopes, Slopes, Transparent 
Round  Tiles, Axle Plates, Corrugated Brick 2x2x2/3, 
Minifig Steering Wheel, Tiles, Large Cheese Slopes, 
1x2x5 Brick, Brackets, Log Brick, Panels, and Tires. 
  

Build.  IO Frigate and HVA (sensor buoy).

The Questions:
Can you build something -- a frame, station, or starship -- right away?  Yes.  (+5)
Is it below, at, or above the golden ratio?  Above.  (-10)  
(The Golden Ratio is $0.10 per part.)
If you can't build a frame right away, or choose not to, does it have parts you should be able to put into use right away?  Yes.  (+5)
Does it have more than a handful of immediately useful parts?  No.  (-5)
Score: -5 (B-).  Even at normal polybag prices this set maintains the same score.
