Review: 60304 Road Plates

This is one of three(?) new sets for 2021 that feature the new Road Plates for the Lego System.  I wasn't originally going to review these but the price dropped recently and someone on the Discord convinced me to give it a chance.

Box.  MSRP is $19.99, for a $0.18 Price per Piece.
I paid $13.00
-- on Rollback at Walmart -- for a $0.12 Price per Piece.

Instructions.

Parts 1.  Large Road Plates, and a Small Road Plate.

Parts 2.  Trees, Plates, Ramps, Double Slopes, Bars on Tile,
Printed Tiles, Tiles, Bars w/Plate Ends & Round Plate Ends.

Parts 3.  Printed Tiles, Tiles, Hinge Plates, Glow-in-the-Dark Plates,
Tooth Plates, Hinge Cylinders w/Axle Hole, Printed Clip Signs, Leaves,
Plant Stems, New Headlight Bricks, Flowers, and Round Tiles.

Build.  I put together a little diorama to showcase a little of what can be done with the set.  First off is the roadway itself which could be used for picture taking or game terrain.  The tree in the background is good for terrain, 1 Hit should about cover it.  The stop light is 2 Hits -- although that second hit is just the pole, so you might want to pad it out a bit.  The street light is 1 Hit -- it's seven pieces but the final piece is below the Height Minimum for Cover.

The Questions:
Can you build something -- a frame, station, or starship -- right away?  Yes.  (+5)
Is it below, at, or above the golden ratio?  Above.  (-10)
(The Golden Ratio is $0.10 per part.)
If you can't build a frame right away, or choose not to, does it have parts you should be able to put into use right away?  Yes.  (+5)
Does it have more than a handful of immediately useful parts?  Yes.  (+5)
Score: +5 (B+).  It's a good enough set.  Useful pieces, decent color selection, okay quantities, but once again the City price point kills the score.
